简要规则描述：为了打造适老化适幼化公厕，本项目将浦东新区范围内东方路1881弄、环龙路4号、锦康路400号等53 座公厕进行总体功能提升，优化布局，增加人性化服务设施并严格按照《上海市环卫公厕适老化适幼化标准及验收标准》(试行)。本项目主要工作内容包括增设通行扶手、高低台盆、更新洁具、局部修缮等。（具体数量及要求详见竞争性磋商文件清单及图纸。）
Brief Specification Description: In order to create aging and child friendly public toilets, this project will enhance the overall functionality of 53 public toilets within Pudong New Area, including Lane 1881 Dongfang Road, No. 4 Huanlong Road, and No. 400 Jinkang Road. The layout will be optimized, humanized service facilities will be added, and strict adherence to the "Shanghai Environmental Sanitation Public Toilet Aging and Child friendly Standards and Acceptance Standards" (Trial) will be implemented. The main work content of this project includes adding access handrails, high and low basins, updating sanitary ware, and partial repairs. 二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；

②具有依法注册成立的独立法人资格,具备中华人民共和国企业法人营业执照及相应的经营范围，企业营业执照需经年审合格；
③具有建筑装修装饰工程专业承包贰级及以上资质；
④项目经理须具备建筑工程专业二级及以上注册建造师执业资格；
⑤根据财库[2020]46号文要求，本项目专门面向中小企业，投标人需提供《中小企业声明函》；
⑥本项目不接受联合体投标。
(c)Specific qualification requirements for this program: ① Suppliers who are not included in the "Credit China" website (****** gov.cn) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (****** gov.cn) list of records of serious illegal and dishonest behavior in government procurement shall not participate in government procurement bidding activities; ② Having the independent legal person qualification registered and established in accordance with the law, possessing the business license of the People's Republic of China as an enterprise legal person and corresponding business scope, and the business license of the enterprise must pass the annual review; ③ Having the qualification of second level or above in professional contracting of building decoration engineering; ④ The project manager must possess a second level or higher registered constructor qualification in the field of construction engineering; ⑤ According to the requirem
